Background
After serving in the Artillery in North Africa and Indo-China, Brugère was appointed to President Grévy's military staff, 1879-1881. Grévy made him head of his military staff in 1887 and Secretary General of the Presidency, a post he retained when Carnot succeeded Grévy later that year. As Vice-President of the Council of War, 1904-1908, he was active in rebuilding the French Army. In 1914 he came out of retirement and succeeded in halting the German advance between Amiens and Béthune.
