FINLAY

(Robert Bannatyne, M.P., 1842-1929, Lord Chancellor 1916-1919)
LS with autograph opening and closing to Mrs Macpherson,
saying he has now heard from Lord Newton... that the Agreement made with the Turks (which has not been ratified by them) provides for the exchange of invalids, without reference to rank... I understand that the War Office are unwilling to take up individual cases, but... if the agreement is carried out, Major Alexander is almost certain to get away, then in his own hand I trust things will go well. Affectionately Yours, 3 sides 8vo, embossed stamp 'Lord Chancellor' and Royal Arms, 'House of Lords', 30th January

Background
As Solicitor General, 1895-1900, and Attorney General 1900-1906, Finlay had to deal with many international questions, including the Spanish-American War, the South African War, and the Dogger Bank incident of 1904. In 1920 he became a member of the Hague Permanent Court of Arbitration, and in 1921 a judge there. 'He had the secret of never worrying about work when he was not doing it, just as he was never flurried when he was doing it' ('The Times'), and was involved in many important international arbitrations.
