Background
Written in haste on the back of a printed copy of his speech in the Lords on March 3rd [1881], attacking the Government's policy to withdraw troops from Kandahar, after Sir Frederick Roberts' famous march there in August 1880 from Kabul. The speech draws many interesting historical parallels, and criticises selective reporting by The Times. General Hughes served in Afghanistan 1878-1880.
