Background
Flower was a Scientific Advisor to the Siamese Government in 1896. In 1898 Lord Cromer appointed him Director of the Ghizeh Zoological Gardens. Additionally from 1900 as 'Ranger of Central Africa' he founded and framed the laws of the Sudan Government Game Preservation Department. Thanks to him, egrets, which had been reduced to two small colonies in 1912, by 1924 were again becoming a common sight in the cotton fields.
