Background
Marchant was secretary for a deputation of leading publishers and booksellers to the Home Secretary, on strengthening the law on obscene publications. (See the Times, 24th January 1912, under 'Demoralizing Literature', and the heated debate that followed). Norman did important work as chairman of the Imperial Wireless Telegraphy Committee, to draw up a complete wireless scheme for the British Empire.
