Background
In 1896, Tsar Nicholas II visited Paris to symbolize the Franco-Russian Alliance, which was solidified by agreements in 1891–94, not in 1896 itself. The alliance was a strategic pact driven by mutual fear of Germany's growing power, with France seeking security after the 1871 war and Russia seeking a counterbalance to the Triple Alliance. During his 1896 visit, Nicholas II laid the first stone of the Alexander III Bridge as a monument to the enduring friendship between the two nations. It is very unusual for such a fragile souvenir to have survived intact.
