Background
Carol II and George II were closely related, each married in 1921 to a sister of the other. George and his Queen Elizabeth, however, had divorced in 1935, Carol and Queen Helen, (1896-1982), in 1928. They had a young son Michael, (b. 1921), who reigned under a regency (1927-1930) as his father had renounced the throne a year earlier. Then Carol returned from exile and seized dictatorial powers. In the war Carol was again forced to abdicate when the surrounding countries took large slices of Romania, and Michael, the last king and present claimant, reigned once again 1940-1947. Eugen Filotti, (1896-1974, the writer, promoter of modern art and diplomat), was in turn envoy to Turkey, Greece (1936-1938), Bulgaria and Hungary, sensitive posts as these countries all had significant Romanian populations. While he was in Budapest he issued transit visas for Jews to escape the Holocaust.
(Translation) To His Majesty the King of the Hellenes My Brother: I having thought fit to appoint Monsieur Eugen Filotti to another position, the mission he was fulfilling at Your Majesty's Court as Envoy Extraordinary and Minister Plenipotentiary is coming to an end. I do not doubt that this Minister, who has acquitted himself of his charge to My entire satisfaction, has deserved equally the goodwill of Your Majesty. Also I pray Your Majesty to allow Monsieur Eugen Filotti to express to Your Majesty all the gratitude by which he has been inspired by the tokens of kindness that Your Majesty has shown in his regard during his mission.
