Background
Chamberlain had taken formal charge of the Colonial Office on 1 July 1895, shortly before his fifty-ninth birthday, with victory assured in the 1895 general election. With the empire at its zenith, Chamberlain governed over 10 million square miles of territory and 450 million people.
