This is almost certainly referring the the visit of the Shah of Iran to London in 1873 as he went to Windsor on 1st July. He was the first Persian monarch to visit Europe and the first to be knighted by Queen Victoria. His trip to Europe began on April 19th 1873 and included stops in Russia, Germany, Belgium, France, England, Switzerland, Italy, Austria, Ottoman Turkey, and Georgia. By the time the Shah came to Windsor to take leave of the Queen on 2nd July, she was very clearly enthralled by him. She gave him a guided tour of the State Apartments and at one point 'called the Shah's attention to the Koh-i-Noor'.
