Background
Wolseley was appointed assistant adjutant-general at the War Office in 1871, he furthered the Cardwell schemes of army reform. The reforms met strong opposition from senior military figures led by the Duke of Cambridge, Commander-in-Chief of the Forces. In 1879 he was sent to South Africa to supersede Lord Chelmsford in command of the forces in the Zulu War, and as governor of Natal and the Transvaal and the High Commissioner of Southern Africa.Probably originally published in 'The Graphic'.
