(George, Viscount, 1831-1907, Chancellor of the Exchequer) replying to his letter I will endeavour to meet your wishes - I know that Morier is now at Darmstadt & I will desire him to find out when the Pauperism Conference at Frankfurt takes place & to attend it & report. Clarendon re-entered the cabinet in May 1864 as Chancellor of the Duchy of Lancaster, and, upon the death of Lord Palmerston in 1865, Lord Russell again became prime minister, when Lord Clarendon returned to the foreign office, for the third time upon the formation of Gladstone's administration in 1868. He died surrounded by the boxes and papers of his office on 27th June 1870.The famous Frankfurt Conference of 1869 - held in September, marked a critical turning point in the German social question, where liberal economists first formally engaged with the rising labour movement over the problem of structural poverty (pauperism) and the severe inequalities brought on by rapid industrialisation.
