Background
When Carnot was a member of the Committee of Public Safety, he was responsible for almost all its military business, frequently visiting the Eastern front against the Austrians and their allies. In the reaction against the Terror he was denounced in the Convention, at which a member cried out Will you dare to lay hands on the man who has organised victory? Early in 1800 he became Minister for War again, and effected much-needed reforms in the administration.
