Background
Normally the 1st Vice-President (Señor Solar) would have succeeded for the rest of the unexpired term, but General Cáceres, Bermúdez' predecessor, secured Borgoño's appointment. This was highly unconstitutional. Cáceres was again elected in August 1894, which led to a rebellion, the loss of 2800 lives, and Cáceres' defeat, hostilities ceasing only on the intervention of the British Consul in March 1895.
