to the President of Peru, (Augusto Bernardino Leguía, 1864-1932, President 1908-1912 & 1919-1930), saying that for 100 years the people of Peru, redeemed and free, have lived as masters of their own destiny in the community of sovereign Nations, loved and esteemed, because they are likewise intent on all work of civilized progress, praising their liberal institutions... won by valorous force of arms... writing a glorious page of history which, with no less courage, the people of Italy likewise wrote, and recalling the welcome given to the Italian Colony in Peru which has joined forces with them in realising nature's riches, accordingly the Italian people hasten to share in celebrating the centenary with an exhibition of Italian art and the appointment as Ambassador for the festivities of Guglielmo Mengarini, Senator of the Kingdom and Professor at the Roman Athenaeum... famous in the sciences, and praying that God may keep You... in His Holy care, 2 sides 14¼ x 9 and conjugate blank, Rome, 21st May
