Background
In 1831 Brigadier Francisco de Lima e Silva received Pedro I's abdication and proclaimed the 5-year old Pedro II Emperor. The Senate named him a member of the Interim Regency of Three which lasted a month, and he then headed the Permanent Regency of Three, June 1831 - October 1835. José Lino Coutinho, had been, like Feijó, a deputy to the Constituent Cortes in Lisbon, 1821, and was one the seven who escaped secretly to Falmouth, where they issued the manifesto on 22nd October in favour of Brazil's Independence.
defective, lacking in the main leaf approximately the top 4 inches and the right hand 2¾ inches of the next 11 lines, losing the ends of the first three signatures, the conjugate leaf lacks blank portions and about 8 letters of the endorsement but bears pencilled note 'Presid. Esp. Santo'
